Logan de La Barre-Hays is a Principal in Boundary Stone’s Washington, D.C. office, where she helps clients anticipate risk, identify opportunity, and execute winning strategies at the intersection of infrastructure, resilience, and economic development.

She is bipartisan strategist with more than a decade of senior experience shaping federal infrastructure, emergency management, and economic development efforts in Congress. She combines deep subject-matter fluency with sharp political judgment, designing complex legislative strategies and building cross-sector coalitions to solve tough policy problems.

Most recently, Logan served as Senior Professional Staff Member to House Transportation and Infrastructure Committee Chairman Sam Graves (R-MO-06). In that role, she led development and oversight across a broad portfolio that included disaster recovery and mitigation, economic development initiatives, and federal public buildings. She advised Committee leadership on FEMA reform, federal disaster response frameworks, and long-term resilience investments. Logan also played a key role in advancing the reauthorization of the Economic Development Administration in the Water Resources Development Act of 2024, strengthening federal economic development tools that support communities nationwide.

Previously, Logan served as Legislative Director to Rep. Garret Graves (R-LA-06), where she directed a comprehensive legislative agenda spanning infrastructure, coastal restoration, resilience, and financial services. Earlier in her career, she served as a Legislative Aide and Speechwriter to Sen. John Kennedy (R-LA), advising on legislative priorities and communications strategy.

She is a graduate of Louisiana State University, and holds advanced degrees from Columbia University and the London School of Economics.
